论行政法治与诚信行政的契合

摘　　要：在我国确立了依法行政和建设市场经济的大背景之下,法治行政的理论和实践关注的焦点是相应的制度构建,而制度的有效实施往往取决于其指导观念的确立。在指导行政法治建设中,诚信观念的树立尤为重要。文章通过对于行政法治中诚信内涵的阐释,进而分析在行政法治中对于诚信的内在要求,探讨诚信行政与行政法治在内在要求上的契合以及制度保障。With the background of establishing the administration according to taw anti market economy, the administration of nomocracy focuses on establishing relavant systems theoretically and practically though the effective carry- out of the system is decided by the setup of its guiding concepts, among which the honesty is mainly important. The thesis discusses the correspondence of nomocracy and honesty of the administration and the systematic ensurance to it by analyzing the connotation of honesty, and thereby the requirement to honesty from the administration of nomocracy.
