摘　　要：针对我国城市发展进程中出现的新情况、新问题,研究了与确定城市防洪标准有关的若干因素,细化了国家防洪标准中对于大城市防洪标准的规定,提出应当明确把城市经济发展程度、城市级别等经济和政治因素以及洪水流路与城市的相对位置等自然因素作为确定城市防洪标准的依据。According to new circumstances and new questions of urban development, the paper studies and determines certain factors of urban flood control criterion, details the specification of big city flood control criterion in state flood control criterion, puts forward the urban economy development, the city grade, the flood flow way and the city place as the basis of urban flood control criterion.
