摘　　要：随着市场经济的转变,公立学校"转制"日益成为教育领域内一个新的现象,来自内部和外部的利益驱动使公立学校甘愿冒险"转制",所以对其进行合理的规范与管理变得极为必要。With the transformation to market economy, the changed system in public schools became a new phenomenon. Interior and exterior benefits motivate public schools to take the risk of changing the system. Therefore it is necessary to standardize and manage the changed system.
