摘　　要：近几年来,我国西部的生态环境整体形势严峻,一方面是因为西部地区生态环境固有的脆弱性,另一方面是因为人为、经济和政治法律因素。因此,西部地区面临着保护环境和发展经济的双重任务。在这些双重任务面前,西部地区必须要选择互动开发模式,建立西部地区生态环境综合评价指标体系,实现环境保护与经济发展的双赢,改善西部地区生态环境,实现西部地区生态环境和经济社会的可持续发展。In recent years, the ecological environment in the western regions of China has been in a severe situation on the whole because of the inherent frangibility of western regions ecological environment on the one hand, and the man-made, economic, political and legal factors on the other hand. Therefore, the western region would shoulder double duties of environmental protection and economic development. Faced with the double tasks, the western region should adopt interactive model of development and establish the index system of comprehensive assessment on its ecological environment, so as to implement double wins in environmental protection and economic development and improve its ecological environment, at the same time realize the sustainable development of western regions ecological environment, economics as well as society.
