摘　　要：重庆市建设长江上游经济中心的可利用资源分为四个层次:第一层次是生存基本资源,主要包括自然资源、工业基础和劳动力资源;第二层次是创建美好生活基本资源,主要包括服务资源、旅游资源、区位优势和乐观向上、奋发有为的精神;第三层次是可持续发展基本资源,主要包括科技、人才和企业家;第四层次是关键资源,主要包括先进的思想观念和有利于发挥创造力的环境。The resources which Chongqing owns to support itself to become the economic center of the upper reaches, of the Changjiang river, include four levels. The first level is the basic resources for living, which include nature resources, industry foundation, and labour forces. The second level is the resources for making a goodly life, which include the resources for service and tour, superiority of Chongqing＇s location, and the people＇s spirit of optimism and making progress forever. The third level is the basic resources for continuous development, include science and technology, people with ability, and enterprisers. The fourth level is the key resources, include advanced ideas and circumstance which is in favor of the exerting of creativity.
