摘　　要：从公共行政途径变迁的视角,论述了NPM的产生、特征与趋势。在此基础上,重点阐述了NPM理念下公共政策的制定、执行、评估与监控的重要转型,并且对此进行了价值反思。From the angle of public administrative path evolution, this paper expounds the emergence, characteristics and trends of New Public Management （NPM）, on the basis of this, makes detailed explanation of the important transition of the making, enforcement, evaluation and supervision of public policy in the perspective of NPM, and makes value reflection for this.
