摘　　要：提出农村社区定位于乡镇、行政村和自然村三个层次,并着重阐述了乡镇在农村社区建设中的地位与作用,指出从当前的形势看,乡镇党委和政府要通过民主化来实现角色重塑和功能转变,以实现国家与公民社会的柔性衔接。The article raises the orientation of rural community at three levels of towns, administrative villages and natural villages and elaborates the roles of towns in the building of rural communities. It points out that the town - level Party committees and governments are supposed to reshape their roles and convert their functions through democratization so as to have the flexible ink - up of the state and society of the citizenship.
