水电工程总承包建设项目风险处理措施的研究

摘　　要：水电建设项目风险管理是人们对水电建设项目潜在的意外经济损失进行识别、评估、预防和控制的过程,是以最低成本实现最大安全保障的科学管理方法。结合某水电工程实践,从水电勘测设计单位做总承包的角度,就水电建设项目的风险应付和处理进行了初步的探讨。认为风险处理的措施主要有:建立风险管理制度和相应的奖罚规定,选择风险自留,采用履约保函、合适的合同计价方式、安排工程保险,以及运用合同条款与工程保险相结合等方式转移风险。The risk management in hydropower projects is a process through which people can identify, assess, prevent and control the potential unexpected economical loss in the case of a hydropower project. It is a scientific management approatch to maximize the security guarantee at the lowest cost. The main measures against the risk are of application of contract terms, risk avoidance, risk reduction/diversification, risk retention/application as well as risk transfer. For the EPC project Contractor, it is extremely vital what kind of risk mitigation he should make.
