摘　　要：运用问卷调查和访谈相结合的方法,对西安市下岗失业人员自主创业的基本情况进行调查.调查显示,此类下岗失业人员具有年龄偏大,创业领域分布面较窄,创业时间短,创业投入资金比较低,年利润较低等特征.针对此,提出了提高下岗失业人员人力资本积累,简化小额担保贷款申请程序,优化再创业的税收优惠政策以及完善社会保障机制等对策建议.The investigation is carried on by using questionnaire survey and interview methods to know about Xi＇an laid-off workers＇ independent venture situation. The result shows that these people are usually middle-aged, and their enterprises are narrow social field involved, established recently, low investment and less profit. Based on these characteristics, related countermeasures and advice are put foward such as improving laid-off workers＇ human resource accumulate,simplifing the application of small bank loan,setting the concessions in tax revenue and perfecting the social security.
