摘　　要：社会主义新农村建设中"政府发挥主导作用"的定位只能是针对掌握了丰富人财物资源的中央政府和省级政府而言,这对基层政府正确处理在新农村建设中的职能定位是一个误导,极有可能导致新农村建设中"公园意志"的出现。农民投身新农村建设自发形成的"家园意志"是农民在新农村建设中根本主体地位在主观意识形态上的反应。正确认识两种意志的主体、本质、特征和局限,是处理好在基层社会主义新农村建设中政府和农民关系的关键。The definition of governmental leading role in socialism village reconstruction only means the central government and provincial governments which master rich human resources and assets, which is a misguidance for grass-root governments to correctly position their duty in socialism village reconstruction and which is quite possible to cause the emergence of park will in socialism village reconstruction. Home will which is formed naturally when peasants participate in new village construction is the reflection of subjective ideology of the peasants＇ basic subjectivity position. Correct recognition of the subjectivity, essence, feature and limitation of the two wills is the key to rationalizing the relationship between governments and peasants in the process of socialism village reconstruction.
