摘　　要：现代社会以市场经济为根据与基础建构而成,它的和谐运行与发展需要一套与其相适应的完整、系统的制度性体系予以治理,这一制度性体系包括民间自治与国家公治,前者主要有契约之治、行规之治,后者主要有政策之治、法律之治。这套制度性治理体系的作用发挥与功能彰显,需要体现各项制度治理的手段、方式、主体到位,并且耦合为一个完整、和谐、一致的治理体系。The modem society has been established on the basis of market economy. Its harmonious functioning and development requires a complete and systematic institutional governance system, including civil self-governance and national public governance. The former mainly contains contract governance and regulate governance, and the latter mainly contains policy governance and law governance. The functioning of the institutional governance system demands that various means, modes, principal parts be in place and be coupled into a complete, harmonious and coherent governance system.
