摘　　要：传统版权政策对学术信息交流和自由创作形成了制约,开放存取的版权政策则使这种状况有了改观。构建开放存取环境中的版权政策应坚持利益平衡理念、赋予许可协议法律地位、制定版权政策指导原则、开发版权政策指引工具,政府亦应在版权政策调整中起促进作用。The copyright policy in Open Access breaks traditional restriction of academic exchange and free intellectual creation considerably. We should insist on the idea of the equal benefit among the authors, the users and the libraries, authorize the permission agreement with legal status, make out and develop the guiding principle of copyright policy. The government should promote the adjustment of the policy as well.
