高校图书馆如何在图书采购政府招标中维护合法利益

摘　　要：本文针对目前高校图书馆图书采购政府招标中由于过分强调价格折扣导致采访质量下滑的被动局面,提出从招标类型、招标文件、书目控制、看样加工、到书统计、验收把关、书商考核等7个方面,参与政府采购的事前、事中和事后工作,变被动接受为主动参与,通过具体的采访业务工作,有效控制招标中因制度缺陷造成的漏洞,积极维护高校图书馆的合法利益。At present the acquisition quality deteriorates in government bidding for university library due to overemphasizing the price discount. In order to be extricated from the predicament of the worse acquisition quality, university library must take part in the preparation, the government bidding and the implementation process for books acquisition, which include putting forward the kind of bidding, document of bidding, booklist control, processing book after sampling, statistics for receiving book, quality inspection, assessment of book dealer and so on. By way of the practical work of books acquisition, loopholes resulting from institutional defects of bidding can be controlled effectively and therefore the lawful interests of university library are safeguarded.
