摘　　要：构建循环型中原,就是要把企业作为循环经济技术创新与发展的主体,坚持生产与消费两个环节并重,建立适合河南循环经济发展需要的产业模式、政策框架、法律支撑和社会体系,在企业、产业、园区、社会四个层面共同引导、推进和支撑全省循环经济的发展,从而优化河南经济系统各个组成部分之间的关系,将河南建设成为循环型区域和循环型社会。To construct a circulative Central Plains, we need to exert the leading role of enterprises in the innovation and development of circulative economy, pay equal attention to both links of production and consumption, and set up the industrial mode, policy framework, law support and social system which are fit for the development of circulative economy in Henan Province. The optimization of the relationships between all the parts serves to accelerate the establishment of a circulative region and society in Henan Province.
