摘　　要：晚清广东复杂的社会环境,使两广总督多为名吏,他们的警政思想和具体实践反映了清末警察在中国推行过程中的曲折斗争。本文主要从总督的警政思想和警政实践中的阻碍两方面来叙述。Due to the complext social envrioment, most governors of Guang- dong and Guang- xi Were famous officers. Their police thought and practice reflect the hardship they met when they struggled to appliy their policy and thought to China. This paper aims at illustrating the police thought as well as the setback they met during their duty.
