摘　　要：采用文献资料法和对比分析法,比较了美国、法国和我国体育彩票业监管机制和法律规定。与彩票运作机制比较完善的美、法两国相比,我国体育彩票业存在着一系列问题,亟待加快立法进程,尽快出台我国《彩票法》。从彩票发售方式、管理方式、法制建设和彩票种类等方面预测了我国体育彩票业的发展趋势。The supervision system and regulations of sport lottery in China were compared with those in America and France by using the method of literature study and comparative analysis. It was pointed out that there existed many problems in China＇s lottery industry, compared with America and France which had perfect operation systems. Therefore, the legislation procedure should be accelerated and the Lottery Law should be implemented. In addition, the development tendency of the sport lottery industry in China was predicted from aspects of sales,management style,legal systems construction and lottery categories.
