合法性视角下的欧盟东扩

摘　　要：合法性是西方政治学理论特别是有关国家和民主理论的核心概念之一,经常被应用于现代政治秩序分析。经过半个多世纪的发展,欧盟已形成独特的政治和法律体系,合法性理论适用于欧盟研究。欧盟东扩是欧洲一体化进程中的重大事件,它满足了欧盟和中东欧国家双方的利益诉求,是一个双赢的过程,具备合法性的价值基础、规则基础和有效性基础。As one of the core concepts in western political theory, especially the theory related to state and democracy, ＂legitimacy＂ is often applied in the analysis of modem political order. After more than 50 years＇ development, EU has formed its unique political and juristic system, to which legitimacy theory is applicable. The EU eastern enlargement is of great significance in the process of European integration, which meets not only EU＇ s expression of interest but also that of the Central and Eastern European Countries. Therefore, EU eastern enlargement can be seen as a ＂win - win＂ process, which has essential value foundation, rules foundation as well as effectiveness foundation in terms of legitimacy.
