摘　　要：统筹城乡发展的基本着眼点是促进社会主义新农村建设,建立改变城乡二元结构的体制机制,促进社会全面和谐。统筹城乡综合配套改革中的新农村建设,要坚持以发展农村经济为中心,促进农业产业化经营与发展,通过加大对农村的公共财政投入,全面推进农业结构调整和城市化进程,提高农业综合效益和竞争力。The basic point of making overall planning for urban and rural development is to promote the building of new socialist countryside, establish the system mechanism to change the binary structure of urban and rural areas, and promote social harmony. The conclusion is that,to build new socialist countryside and promote the overall development of urban and rural areas, we should persist in taking countryside economic development as center with rational planning and the whole society working together, promoting agriculture＇s industrialization operation,increasing public finance input in the countryside, pushing forward agricultural structure strategic adjustment and urbanization development, and improving agricultural comprehensive benefits and competence.
