摘　　要：费用控制对新农合的可持续发展起着关键作用。文章从医疗服务的需方、供给方和合作医疗经办机构三方面谈费用控制不当阻碍新农合可持续发展的因素,探讨解决的办法,提出措施:提高农村基层医疗机构的服务能力;规范定点医疗机构的医疗行为;改变新农合费用支付方式;规范患者不合理就医;加强立法与监管,完善农村医疗保障体系。The paper discusses the factors that delayed sustainable development of the new rural CMS in rural areas of China from three aspects including the recipients Of health service ,health care providers and the management institutions of the rural CMS. Suggestions for further development of the new CMS in rural areas are as follows： First, health service capacity of medical health center in rural areas should be promoted; Second, service behaviors of designated health care institutions should be regulated; Third, ways of paying medical expenses should be changed; Fourth, patients＇ improper behaviors of utilizing health service should be regulated; Last, rural medical insurance system should be promoted by law making and supervision.
