摘　　要：交通建设是青藏高原区域经济发展的重要组成部分,而交通立法是直接影响青藏高原交通事业的健康发展,乃至该地区资源节约型、环境友好型社会建设的重大问题。因此,本文不仅探讨了青藏高原交通立法必须遵循的理念问题,而且分析论证了必须关注的若干机制构建以及如何充分利用该地区少数民族的优良习惯法文化资源等问题。The traffic construction is the important component of the economic development in Qinghai -Tibet plateau, while the traffic legislation is the significant issue which influences directly the good development of traffic facilities and the construction of resource - economized and environment - absorbed society in Qinghai -Tibet plateau. Therefore, this article not only inquires into the basic ideas followed by the traffic legislation of Qinghai - Tibet plateau, but also analyzes and proves the establishment of several mechanisms that must be played close attention to and ,how to take great advantage of the good customary laws of the ethnic minorities in this area, etc.
