我国体育制度变迁与创新的新制度经济学考察

摘　　要：体育制度变迁与创新是体育制度的创立、变更及随着时间变动而被打破的过程。潜在社会和经济利益是体育制度行为主体实施制度变迁的根本动力机制,并主要表现为三个方面原因:制度缺失与冲突掩盖下体育价值的时代渐变;科技创新带动体育制度的变迁;其他相关制度安排的变迁带动。政府在强制性体育制度变迁和诱致性体育制度变迁中都具有重要作用,但作用有所区别。"十一五"期间我国体育制度变迁与创新的路径选择包括:政府体育职能科学定位是我国体育制度变迁与创新的首要任务;正确看待和处理两种变迁方式;重视非正式体育制度变迁,促进我国民族传统体育文化的现代发展;加强我国体育产权研究;正确看待和处理我国体育制度变迁与创新的成本。The sports institution＇s change and innovation are the process of which sports institution establishing, changing and breaking as time passing. The latent social and economic benefits are the basic power mechanism of institution＇s change, and their main performances have three reasons： The change of sports value over time is covered by system flaw and conflict; Technical innovation drives the change of sports insfitution; Driving by other changes of correlated institutions. The government plays an important role in changes of both compulsory sports institution and inductive institution, but has its differences. During ＂Eleven-Five-Year＂ period, ways of sports institution＇ s change and innovation include： govern mental sports function＇s science positioning is the priority in sports institution＇s change and innovation; accurately treating two ways of change; paring attention to informal sports institution＇s change, promoting the modem development of our country nationality tradition sports culture; Strengthening research of sports property right; accurately treating the cost of sports institution＇s change and innovation.
