统筹城乡发展是全面建设小康社会的基本途径

摘　　要：解决好农业、农村、农民问题,事关全面建设小康社会大局,统筹城乡发展是解决"三农"问题的重要途径,是推进国民经济持续协调发展的重要方面,是社会和谐稳定的重要保障。统筹城乡发展就是充分发挥工业对农业的支持和反哺作用、城市对农村的辐射和带动作用,建立以工促农、以城带乡的长效机制。要以产业发展为基础,合理布局城乡产业结构;必须规划建设与管理,提升农村城镇化水平;建立健全农村社会保障体系;建立城乡协调发展的新机制,实现城乡一体化。It is of great concern to construct a well-off society whether the problems of agriculture, coun- tryside and farmers ean be properly solved, and overall plan of urban and rural development is an important way to solve such problems. The overall plan consists of making full use of the supporting and retro-nurturing function of industry to agriculture, the leading and radiating role of urban areas to rural areas, and building a persistent-effect mechanism. We should take the industrial development as the foundation, distribute the industry structure in a reasonable way among urban and rural areas; we should also make overall plan of construction and management, and arise the urbanization level of eountryside; meanwhile, we should establish and improve the social security system in rural areas and build a new mechanism to coordinate the urban and rural development, finally, realize the integration of urban and rural areas.
