摘　　要：传统的PPP模式在双方合作与协调机制上处于比较劣势,提出以中间组织为枢纽的PPP模式,即强调的不仅仅是政府和私人机构的合作,更是政府—中间组织—私人机构的三方合作关系,同时借鉴美国、新加坡等国以中间组织为核心的合作模式的住房保障体系,探索了该模式对我国住房保障体系的制度需求和组织构架,并提出由行业协会来担当中间组织。Traditional PPP pattern is not very good at cooperation and coordinated mechanism. The paper proposes the PPP system which takes the intermediate organization as the key position. Its emphases is not merely the cooperation between government and private organization, but the cooperation among the government, intermediate organization and private organization. Later explores system demand based on the case analysis in US, Singapore and so on. Finally suggests the profession association undertakes the acting role of intermediate organization.
