摘　　要：2007年6月，欧盟制宪进程重新启动，标志着欧洲政治一体化出现新的转机。对比此前被搁置的欧盟制宪进程。此次欧盟制宪重新启动孕育着一些新的变化，将再一次修正欧盟超国家权力与国家主权之间的平衡．重新厘定欧盟内部权力结构和秩序。a post-graduate for doctorate at the Center for European Studies, Wuhan University. In June 2007 when the process of drafting a new constitution for the EU started again, it marked a turn for the better in the political integration of Europe. Compared with previous process that has so far been lying by, this time the restart of the process broods a few new changes and makes once again an amendment to keep a balance between supra-national power and national power, recalibrating power structure and order inside the EU.
