Discussion on Comprehensive Electric Power Resources Planning according to Proposals on the Scientific Development Plan for the Electric Power Industry

摘　　要：基于多年的研究与思考,认为电力工业要在发展中落实科学发展观,就应选择电力综合资源规划的模式。但目前,我国在电力的管理体制和政策机制方面存在一些不利于开展电力综合资源规划工作的障碍。分析了这些障碍因素,并提出了解决问题的建议。Based on years of study and consideration, the author proposed that the electric power industry should choose the mode of comprehensive resources planning to fulfill the scientific outlook on development. At present, however, there exist barriers in the management system and policy mechanism of China＇s power sector that are hindering comprehensive resources planning for the power industry. Some solutions are thus proposed according to the analysis on these obstructing factors.
