摘　　要：分析了建设领域工程款拖欠的特征和成因,结合国家政策文件,提出了应该采取规范建筑市场、健全建设领域法律制度、完善工程担保制度、加强建设领域信用体系建设和提高承包企业风险防范意识等相应措施,以及构建防范工程款拖欠长效机制的思路。This article analyzed the reasons of project payment default in construction field, expounds on the corresponding measures against project payment default should be taken such as standardizing the construction market, strengthening legal system in construction field, improving project guarantee system, improving the credit management and enhancing the risk-prevention consciousness of the contracting enterprises, put out some thought on how to establish long-efficacy mechanism of keeping away project payment default.
