摘　　要：创新政府管理和服务方式是推进行政管理体制改革的一个重要环节,政府管理和服务方式创新,体现在政府管理和服务的运行机制、工作流程、技术方法、管理理念等多个方面,是一个系统工程。本文认为,政府管理和服务方式主要体现在政务公开、电子政务建设、政府信息发布制度、行政服务性机构、行政规划、行政指导、行政合同等现代行政管理方式等诸多领域。Innovation of government administration and service manner is an important step to improve the reformation of administration system. The innovation of government administration and service manner comes forth in many aspects, such as function mechanism, work flow, technique method, and management idea, so it is a systematic project. This article believes that government administration and service manner chiefly appears in many fields, such as openness of government, building of electronic government, system of government information issuance, organizations of service nature, and modern administration manner such as administrative programming, administrative instruction, administrative contract, and so on.
