摘　　要：复合行政以其"多中心"、"交叠"、"自主治理"的主张契合了中部地区发展的需要,是中部区域管理的可行模式。在现行宪政框架下,获得党和政府的支持合作、培育社会的自主治理能力、纳入行政区划调整以及创新管理理念和方法是在中部构造复合行政的四个渐进策略。Compound administration with the ＂multi -center＂, ＂staggered＂ and ＂self- governance＂ proposal fit the needs of the development of the middle region, so it is a viable model of the middle regional management. In the current constitutional framework, it is a gradual strategy of constructing compound administration in the middle region which is acquiring the cooperation and support of the party and the government, fostering self - governance capacity of society, adjusting administrative divisions, innovative management ideas and methods, i.e.
