政府和农产品行业协会在贫困地区特色农业发展中的作用——以河北省灵寿县为例

摘　　要：推进现代化农业建设是推进我国新农村建设的着力点,是解决我国"三农"问题的根本突破口,落实到具体工作上,发展特色农业是贫困农村地区充分利用本地优势,实现现代化农业所需原始资本快速积累的有效手段。一般意义上来讲,政府和农产品行业协会作为特色农业产业发展的组织管理部门,对当地特色农业产业发展具有非常重要的作用。但是,在典型区域,政府和农产品行业协会对于特色农业产业实际发展的作用到底如何,课题组在2007暑期"三下乡"调研中,对河北省灵寿县特色农业的发展作了深入而细致的调研分析,发现政府和农产品行业协会在该地区特色农业发展中,在很多领域存在缺位现象。New countryside building must focus on the agriculture modernization, which is the breach point for solving China＇s ＂Three Rural Issues＂. As to concrete works, to develop characteristic agriculture in depressed area, the efficient approach is to make full use of the native advantage and achieve rapid accumulation of original capital required for modern agriculture. Generally, the government and the agricultural product profession association, as management departments, play a very important role in developing local characteristic agriculture. However, in typical area, how does the role play.9 The project team has made a meticulous analysis on the development of the Lingshou County, Hebei Province during the summer vacation of 2007. It is found that the government and the agricultural product profession association had not play the due role in the development of the local characteristic agriculture.
