加快农村社会保障体系建设的对策研究

摘　　要：农村社会保障体系建设是实现统筹城乡全面发展、耩建和谐社会的重要举措。中国已初步建立起社会救助、养老保险、合作医疗为主的农村社会保障体系框架，但当前农村社会保障体系存在着层次低、管理分散、资金筹措不足、与城市社会保障差距大等问题。文章分析了导致中国农村社会保障体系建设落後的原因，提出明确农村社会保障体系的功能定位、实施城乡统筹的社会保障制度改革、加大财政投入、加强农村社会保障法制建设等对策。Constructing the rural social security system is an important action to achieve taking the urban and rural into overall planning and constructing the harmonious society. China has initially established the rural social security system including the social relief system, the old-age insurance system and the cooperative medical service system. But at present the rural social security system has problems such as the lower level, the diffused management, the insufficient raise funds, the obvious difference between the rural and the urban, and so on. The paper analyzes the reason which causes the rural social security system developmental delay, and proposes the countermeasures so as to speed up the rural social security system construction such as being clear about the function of the rural social security system, implementing the reform on taking the urban and rural into overall planning, and making laws of the rural social security.
