福建沿海经济区域综合防灾策略研究

摘　　要：以福建沿海经济区(下称"西岸金三角")为对象,针对该区地理位置、地形地貌、水文地质、文化传统、交通布局和城市规划等方面的主要特征,总结灾害及其教训;预测未来灾害形式;分析未来灾害出现的可能性及其损失程度;从区域基本建设角度出发,提出防灾的主要举措和基本策略,为工程实践、经济计划、投资决策和规划管理提供科学依据。Taking west coast ＂Gold Triangle＂ economic zone in south of Fujian province （brief name for ＂WGTE＂） as the object, this paper summarizes disaster and predicts the disaster forms, and analyzes possibility and loss degree of the disaster in the future, according to main characteristics of geography, hydrology geology, culture and tradition, the transportation layout, and cities rules. With view of the capital construction angle of the district, this paper puts forward to main measures and capital policies of disaster prevention, and provides scientific basis for the engineering practices, economic plans, investment decision, programming and management.
