摘　　要：2006年开始实施的德国大学"卓越计划"旨在通过加大政府对大学科研的资助,提升德国大学的国际竞争力。本文主要分析、评价"卓越计划"的出台背景、主要内容及其存在的问题。＂Exzellenzinitiative＂（excellent initiative） project in Germany aims at promoting the international competition of German universities through increasing the financial support to the scientific research. This paper intends to introduce the background and the content of the project with a focus on analyzing some potential problems existed in the project.
