摘　　要：应对高校突发公共事件的基础工作是对一些基本概念进行界定和辨析,本文重点是通过分析厘清高校突发公共事件的含义、特征、类型及诱因,为建立高校突发公共事件处置机制提供基本理论。The basic work to cope with the unexpected public events in colleges and universities is to define and analyze the related basic concepts. This paper lays the emphasis on the clarification of the connotation, features, types and inducements of the public emergencies in order to provide the theoretical base for the foundation of public emergency mechanism in colleges and universities.
