摘　　要：顺应国家科技体制改革和农业经济发展趋势,在中国热带农业科学院香料饮料研究所创建"一所两制"管理模式,探索改革组织机构、发展道路、创新体系和运行机制。实践表明,该模式提高公益性科研机构运行效率和活力,提升科技成果转化为现实生产力的速度和水平,实现农业科技与农业和农村经济紧密结合。Complied with national scientific and technological reform and the development tendency of agricultural economy, the administrative pattern of ＂one institute, two systems＂ was established in Spice and Beverage Research Institute, CATAS. It is an exploration of the organizational structure, development, system of innovation and operation mechanism. The results show that the pattern can improve the operational efficiency and the vitality of scientific research institution, raise the rate and level of transforming research achievements into practical productive force, and promote the integration of agricultural science and rural economy.
