摘　　要：我国城市土地使用制度经历了由"三无"阶段向土地有偿使用阶段的变迁,促进了上海市城市空间结构的演化和城市功能提升。探讨了土地使用制度缺陷所导致的上海市城市空间非理性扩张和城市内部更新动力不足,提出通过政府和规划干预来引导城市空间结构的优化。China＇s land use system has experienced a historic reform. Land use with payment has accelerated the urban spatial structure evolution and improvement of urban function. The irrational expansion of Shanghai urban spatial structure and lack of impetus of urban renovate form the disfigurement of land use system are discussed in the paper, with the conclusion that to optimize the urban structure can be reached through the government and planning intervention.
