摘　　要：结合编辑实践论述了科技期刊质量控制与主编意识的关系,主编意识是科技期刊质量控制的决定性因素;从政治思想、学术水平、编辑质量和出版质量四个方面,阐述了如何把握科技期刊质量控制的方向;明确了科技期刊主编意识的要求,并提出科技期刊主编应具备4种意识,即:旗帜鲜明的政治意识、创新发展的科技意识、超越的编辑出版意识和锐意改革的经营管理意识;认为科技期刊主编只有不断强化自己的意识,提升各种知识和自身素质,才能实现期刊的质量要求,完成期刊质量控制的全过程,使科技期刊向高质量发展.The relationship between consciousness of editor-in-chief and the quality control of sci-tech periodicals was discussed based on the editing practice. Consciousness of editor-in-chief is the decisive factor of the quality control of sci-tech periodicals. In this paper, the author expatiates on how to hold the direction of the quality control of sci-tech periodicals, from political theory, academic level, editorial quality and publishing quality of the journal. The demanding on consciousness of editor-in-chief of sci-tech periodicals is clarified, meanwhile, four consciousness they should possess are raised, which are political consciousness with definite banner, sci-tech consciousness with creating and developing, editing and publishing consciousness in transcendence, management and administration consciousness with aimed innovation. Thus, to achieve the demanding of journal quality, accomplish the whole course of journal quality control and finally develop a high quality academic journal, editor-in-chief of sci-tech periodical has to strengthen his own consciousness constantly and expand his knowledges and quality.
