近代上海租界公共交通专营制度述评

摘　　要：为了保障以纳税人为主体的公众利益,保护各自主权和区域利益,促进租界社会经济繁荣发展,近代上海租界创立了公共交通专营制度。该制度对专营企业日常运作中的权利和义务以及专营权的期限和终止条件作了具体的规定。通过专营权管理,体现了租界当局一系列现代城市公共事业管理的新理念。In order to safeguard public benefit,protect respective sovereignty and the region benefit,promote the foreign settlement social economy prosperity development,the modern Shanghai foreign settlement established the mass transit monopoly system.This system made the specific stipulation to monopolist of daily operation's right and duty as well as the monopoly deadline and the termination condition.The monopoly system had manifested the new idea of he foreign settlement authority's modern city non-profit organization management.
