摘　　要：建立住房公共政策体系是完善住房体制的重要内容,也是解决民生之根本问题的重要举措。本文在简要回顾住房公共政策及其分析框架的文献之后,首先通过理论分析建立并选择一个住房公共政策的理论模型,在此基础上构建一个住房公共政策的三维矩阵分析框架,然后利用这个框架,对中国住房体系存在的问题进行了三维分析,最后提出建立、完善和实施中国多层次住房公共政策的具体建议。Establishing the systems of public policies is primary in improving housing systems and solving the basic living problems of the people. After reviewing the existing housing public policies and relevant analysis structures, this paper establishes and chooses a model of public policies through theoretical analysis and then establishes an analysis structure of tri-matrices to analyze the problems of Chinese housing systems. Some concrete suggestions are proposed to establish, improve, and implement the multi-stratified systems of public policies of Chinese housing at the end of the paper.
