摘　　要：华东电网引入北美电力可靠性委员会(NERC)的控制性能标准(CPS)起到了改善系统频率控制性能的作用,但现行的控制标准中并未对发电机组自动发电控制(AGC)性能予以约束。文中介绍了NERC推行的发电机组评价标准——服务提供者控制性能指标(SCPS),分析了该指标的特点,探讨了华东电网实行SCPS的可行性。该指标的推行将有助于统一华东电网内发电机对于电网频率控制贡献度的评价标准,提高各发电机组改善电网频率控制性能的积极性,改善华东电网的频率质量及系统的频率控制特性。The application of control performance standard （CPS） commended by North American Electric Reliability Council （NERC） in East China Grid is effective in improving the frequency quality. But the constraints on the automation generation control （AGC） characteristics are not involved in present control standards. A generation unit evaluation standard--supplier control performance standard （SCPS） recommended by NERC is introduced. Characteristics of SCPS are analyzed and the feasibility of implementing it in East China Grid is discussed. The introduction of SCPS is conducive to unify the standard for evaluating the contribution level to the frequency control by generators, encourage the generator to improve its frequency control characteristics and improve the frequency quality and system frequency control characteristics of East China Grid.
