黑社会性质犯罪防控体系设计视角选择新探

摘　　要：黑社会性质组织依靠严密的组织结构和诡秘的组织行为,正缓慢地对常态社会一定区域或行业展开非法控制。而以黑社会性质犯罪原因为基石的传统防控体系,由于设计视角选择的非针对性,在实践中极易导致反黑成效的不理想性。因此,应该对现行反黑防控体系进行反思和修正,并建立以黑社会性质组织的组织性和非法社会控制性两大特征为视角的新型防控体系,以便快捷、高效地指导反黑实践。Depending on the stricter organizational structure and surreptitious behavior, the under-world society nature organization slowly launches the illegal control to the society＇s some region. But the foundation of traditional prevention and control system is non- pointed. So it should be revised. And the newly system with two obvious characteristics of organization feature and illegal social controllability as the angle of view may be effectively established.
