我国城建投融资体制变革与城市规划的应对思考

摘　　要：我国正处在广泛而深刻的社会经济转型过程中。土地使用权市场化及城建投融资体制变革,从源头上释放了城市用地和城建资金两大要素的能量,激发了城市建设热潮,加速了城市发展进程;然而也引发了许多新问题。城市规划既要抓住机遇、改革创新,促进城市健康快速发展;又要理性应对、科学决策,保证公共资源的合理配置。China is undergoing a wide and deep transition process concerning with social and economic transformation. The land usufruct marketization and the urban capital investment financing system reforms release the urban developing motivity from its headstream, which explode the urban construction upsurge and accelerate the processing. Urban planning should to catch the opportunity, make innovation, and promote the urban developing in a health and rapid mode; but also to response rationally, make decision scientifically, and ensure the space distributing rationally.
