摘　　要：从法制和城市建设投资的角度对城市规划原则和方针执行难的根本原因进行分析,应用不平衡地理发展原理阐述了其对城市空间效率和构建和谐社会的影响,提出了关于城市规划改革和促进城市空间效率提升的建议。The paper analyses the essential reasons of being difficult to implement the urban planning principle and guideline from two aspects： legal system and investment. Author expotunds their influence having impact on the urban spatial efficiency and constructing the harmonious society by way of applying the principle of geography imbalance development. On the base of study, some advices on the reformation of urban planning and raising the urban spatial efficiency are put forward.
