摘　　要：村民自治是中国政治体制改革系统工程中的一个环节。近二十年来,村民自治所取得的意义重大、成绩斐然,民政部门在此项工作中功不可没。对村民自治过程中遇到的困难和存在的问题不可低估,文章特别强调要搞好村民自治,在村一级实现社会主义民主,必须有乡镇以上各级政府部门的配合,形成上下互动;必须有农村经济健康有序的发展为支撑;必须实现工农业和城乡之间发展的良性互动。The article acknowledges that villaers＇ self - governance is one aspect of the system engineering of China＇ s political reform, points out that it has made great achievements and has a significant sense because of the efforts of government of civil affairs at all levels. Meanwhile, this article thinks that we should also pay more attention to the difficult and trouble during the implementation of villaers＇ self - governance. Especially, the article emphasizes that in order to make villaers＇ self - governance run well and accomplish the goal of democracy, firstly, government at all levels should make joint efforts; secondly, rural economy develops healthily and orderly; thirdly, it calls for a sound interaction between the agriculture and industry, the city and country development.
