摘  要:旨在为配电侧开放的电力零售市场的用户和供电公司提供一种合理的分时零售电价制定方法。文中建立的电价决策模型以用户用电成本最小为目标,以供电公司的利润保证为约束条件。运用最优资产组合原理,得到了最小风险情况下供电公司的最优购电分配决策。在模型中考虑了需求价格的自弹性和交叉弹性。运用内点法求解得到最优分时电价。算例结果表明供电公司在长、短两个市场的购买电量与各市场的风险反向相关,零售电价与供电公司的购买风险正向相关,说明模型是合理的。This paper presents a reasonable method of determining TOU price for customers and power utilities in a retail electricity market of opening distribution side. The objective function of the mathematical price model is cost minimization of customers and profits of the supply company is the essential restriction. To reduce risks of supply company ,minimum variance portfolio is used to get the optimal purchase decision. The self and cross demand-price elasticity are both considered in the model. The optimal TOU price is calculated by interior point method. Simulations illustrate that purchasing power quantities in both long-term and short-term markets of utilities are negative related to risks in two markets, while retail price is positive related to risks, which shows the model is rational.
