摘 要:政绩合法性是指政党和政府通过改善政绩,提高民众生活水平,满足民众发展基本需求,获得大多数民众对其政权的认同与支持;以人为本的执政理念、依法执政的执政规则、民众认同的执政绩效构成政绩合法性的基础;政绩合法性是政府绩效评估的前提和基础,政府绩效评估是巩固和增强政绩合法性的重要途径;推进政府绩效评估创新是破解政绩困局、化解合法性危机、巩固和增强政绩合法性基础的有效途径。Performance legitimacy means that the political Party and government improve the people' s living conditions and to answer the basic demand of people' s development by improving performance, then gain support and identity from the most folks. Performance legitimacy is constructed by the idea of people-oriented, the rule of law, the performances based on folks acknowledge. Performance legitimacy is the premise and basis of government performance evaluation which is the most important way to enhance and consolidate the performance legitimacy. To push the innovation in government performance evaluation is a valid way to breakdown performance predicament, neutralize crises of legitimacy, consolidate the basis of performance legitimacy.
