摘　　要：近几年来,城镇非就业人员"失保"成为我国实现"全民医保"的瓶颈。为解决这一问题,我国在2007年启动了城镇居民基本医疗保险试点工作。在人口大规模流动的情况下,解决这一问题的关键是:当前任何社会保障制度的设计都不应受城乡身份的限制,而应保持一种开放的体系,赋予社会保障主体自由选择的权利,为早日实现"全民医保"提供基础条件。The country started a pilot work on basic medical security for urban residents in 2007. In the context of the large-scale flow of the population, the key ways to solve the problem are that all the would-be social security systems should be open and enjoyed by the whole people without status limit, that social security participators should have the right to free choice in order to lay a good foundation for the achievement of medical security for the whole people.
