摘　　要：国家建立新型农村合作医疗制度的工作已从试点步入了全面推进的阶段,但目前,国家级、省级、地市级、县级和乡级的新型农村合作医疗管理与经办体系并不完善,体系的链条在某些方面存在缺失,职能不能充分发挥,工作人员素质不高,人力欠缺并且队伍不稳定,财政投入不足,导致该体系在制度的全面发展时期面临巨大的压力与挑战。在下一步的工作中应理顺管理体制,加强政策规范;优化岗位设置,加强经办队伍建设;还应加大投入,为体系良性运转提供支持。The establishment of the New Cooperative Medical Scheme （NCMS） has completed the pilot phase and entered the overall spread phase, whereas imperfection can be found within the NCMS managerial and executive system at national, provincial, prefecture, county and township level. The lack of certain parts over the whole chain of the system, the corresponding incompetent function, the presence of personnel shortfalls, low quality and unstableness, and deficient fiscal input lead to the fact that this system faces enormous pressure and challenges in the overall spread phase of the Scheme. In the future, system management should be regulated and policy guidance should be strengthened; position allocation should be optimized and capacity building of the executive team should be strengthened; financial input should be increased, to support positive system function.
