摘　　要：西部与哈萨克斯坦国接壤的哈巴河县是国家级贫困县,贫困直接影响了边疆的安定团结。针对目前扶贫工作的一些不足,提出了生态综合治理、加大基础设施建设投入、重视教育、发展特色经济等一系列对策建议。Habahe county western border with Kazakhstan is the state-level poverty-stricken counties, poverty direct impact on the stabilty and unity of the border, resolve the poor problem therefore becoming our job priority. Aimed at the present shortcomings in the work of poverty alleviation, This paper puts forward ecological proposed comprehensive management, the construction of infrastructure investment,the importance of education,and develop a specialty, such as series of economicpolicy proposals.
