摘　　要：详细介绍了基于效用流量的网间结算系统的设计与实现。提出了一个IUEF模型,从三个方面对网络流量进行区分,从而采用不同的收费策略;分析了整个系统的架构,并且介绍了费率参数预生成系统的程序结构。是对网间结算策略的一个有益探索。The design and implementation of an internet billing system based on utility flow is expatiated. A model named IUEF is brought forward, which differentiates net flow in three aspects, and different billing strategies are applied. The infrastructure of the whole system is analyzed, and the implementation details of the parameter generating subsystem are provided. The research is a step towards better internet billing strategies.
