摘　　要：预警反应系统是公共卫生安全的控制与指挥平台,结合中小城市特点,规划了系统拓扑结构,设计了预警反应中心的业务功能和数据交换与共享、网络与通信、安全保障三大支撑体系,构建了系统数据库框架,分析了系统基本业务流程,还进一步指出了系统开发的技术重点与难点。Early-warning and response system is a platform to control and command public health security. With the characteristics of medium or small city,topological structure is planned, and the business function and three support systems of the center including data exchange and sharing, network and communication, and safeguard are designed. The database frame is constructed, and the basic business flow of the system is analyzed. The technical key and difficulty in system development are pointed out.
